Mientras Israel convierte en objetivos militares las instalaciones y profesionales de la sanidad en Gaza, ¿dónde están la Asociación Mundial de Médicos (AMM) y la Alianza Mundial de Profesiones Sanitarias (AMPS, WHPA)? Desaparecidas y calladas.

La visión de Israel, convertida en la de la Organización Mundial de la Salud

Israel ha convertido en objetivos militares lo sanitario en Gaza, y la Organización Mundial de la Salud (OMS) le dio crédito al aceptar en la Asamblea General de mayo de 2024 una enmienda israelí que «pidió la liberación inmediata e incondicional de todos los rehenes retenidos en Gaza, incluidos niños, mujeres y ancianos, y condenó el uso, por parte de grupos armados, de instalaciones sanitarias, incluidos hospitales y ambulancias, que pone en peligro a la población civil»i. Es decir, la OMS validó los argumentos torticeros y nunca corroborados de Israel para destruir instalaciones sanitarias y matar y secuestrar a los profesionales de la sanidad convertidos por Israel en miembros de la Resistencia, de Hamas.

Israel destruye selectivamente instalaciones sanitarias, ambulancias incluidas, y asesina, secuestra y/o tortura a profesionales de la sanidad en Gaza

Cumpliendo su propósito, en 15 meses, desde el 7 de octubre de 2023, Israel ha destruido las infraestructuras sanitarias, tanto hospitales como centros de salud y ambulancias, y ha asesinado, secuestrado y/o torturado a miles de profesionales de la sanidadii. Se pretede y logra una forma de incrementar el impacto del bombardeo y asedio de la población palestina al eliminar la respuesta científica, ética, profesional y solidaria del sistema sanitario.

Mientras la barbarie procede al genocidio palestino, con saña sin igual contra lo sanitario, ¿qué han hecho la Asociación Mundial de Médicos (AMM)iii y la Alianza Mundial de Profesiones Sanitarias (AMPS, WHPAiv, dentistas, enfermeras, farmacéuticos, médicos y fisioterapuetas)? ¿Qué han hecho, por ejemplo, ante el clamoroso asedio y destrucción del Hospital Kamal Adwan y el secuestro, encarcelamiento y probable tortura del Dr Abu Safiya, su director?

No han hecho nada concreto.

¿Qué ha hecho la Asociación Médica Mundial (AMM)?

Anteriormente, en otros casos, la AMM ha sido directa, con declaraciones que incluían nombre y apellido del médico y nombre del país. Por ejemplo, al pedir la liberación del Dr. Serdar Küni en Turquía, encarcelado por presuntamente haber atendido a pacientes de la Resistencia kurdav,vi. También en Turquía, en el mismo día de los hechos, contra el arresto de la Dra. Şebnem Korur Fincancıvii. La AMM pidió la liberación del Dr. Ahmadreza Djalali en Iránviii,ix. Otro ejemplo más, la AMM pidió la liberación de la Dra Nadezhda Buyanova, encarcelada en Rusiax. Etc.

En general, el caso de la AMM es especialmente llamativo pues está “profundamente preocupada” [las negritas son suyas] por la suspensión extraordinaria de la participación de Israel en la Federación Internacional de Asociaciones de Estudiantes de Medicina (IFMSA)xi.

Respecto a Gaza, la AMM se pronunció en febrero de 2024 con una declaración genérica: “La AMM se pronuncia contra las violaciones humanitarias” y pide una acción urgente en Gaza”xii, mezclando “rehenes” (se sobrentiende, rehenes israelíes) con acción humanitaria, sin citar a Israel, como si la destrucción fuera algo inexplicable.

En abril de 2024 la declaración fue más concreta y citó a Israel y Gaza, sin mencionar la causa de los daños en Gaza y pidió el alto el fuego, insistiendo en la interpretación israelí del uso por la Resistencia de instalaciones sanitarias. Literalmente: “Instó a la liberación inmediata y segura de todos los rehenes y, en espera de su liberación, a que se les proporcione ayuda humanitaria y atención sanitaria. Además, pidió que se acelerara el acceso humanitario a toda Gaza, incluida la entrada de ayuda humanitaria y el paso seguro del personal médico. Esto incluye también la evacuación de casos médicos urgentes para reducir la morbilidad y mortalidad secundarias, los riesgos para la salud pública y aliviar la presión sobre los hospitales dentro de Gaza. La resolución pide investigaciones verificadas sobre las presuntas violaciones y abusos graves de los derechos humanos y del derecho internacional humanitario, incluidos los ataques contra el personal y las instalaciones sanitarias y el uso indebido de esas instalaciones con fines militares”xiii,xiv.

Por contraste, la AMM se ha preocupado específicamente de la situación médica y sanitaria, citando al país, en Afganistán, Irán, Turquía y Ucrania.

Esta complacencia de la AMM con Israel no es actual, viene de tiempo atrás como se destacó en el British Medical Journal acerca de su silencio ante la participación de médicos israelíes en la tortura de prisioneros, llamativa frente a lo atribuido a médicos iraníesxv.

¿Qué ha hecho la Alianza Mundial de Profesiones Saniarias?

La Alianza Mundial de Profesiones Sanitarias (AMPS, WHPA) “reúne a las organizaciones mundiales que representan a dentistas, enfermeras, farmacéuticos, fisioterapeutas y médicos del mundo y habla en nombre de más de 41 millones de profesionales de la salud en más de 130 países. La WHPA trabaja para mejorar la salud mundial y la calidad de la atención al paciente y facilita la colaboración entre las profesiones sanitarias y las principales partes interesadas”xvi.

Pese a tal declaración, la WHPA sólo hizo el 19 de agosto de 2024 una declaración genérica que no citó a Israel ni el genocidio en Gaza, ni la destrucción sistemática de instalaciones sanitarias, incluyendo ambulancias, ni el asesinato, encarcelamiento y/o tortura de profesionales palestinos de sanidad. Literalmente “La AMPS, WHPA hace un llamamiento a los dirigentes para que respeten las leyes vigentes y exijan responsabilidades a quienes las infrinjan. Los profesionales de la salud en los conflictos prestan asistencia independientemente de su afiliación política, religiosa o étnica, y a menudo arriesgan sus propias vidas al hacerlo”xvii.

Síntesis.

Las organizaciones mundiales de profesiones de la sanidad han aceptado la interpretación israelí de “militarización terrorista por Hamas de lo sanitario en Gaza” que justifica su estrategia de guerra de destrucción sistemática de las instalaciones sanitarias, ambulancias incluidas, y el asesinato, secuestro y/o tortura de profesionales de la sanidad.

Las tibias posturas de AMM y AMPS, WAHP ante el genocidio en Gaza evidencian un fracaso del compromiso ético, moral y profesional con la salud del pueblo palestino y con la Humanidad. Por ello, no nos representan.

While Israel is turning healthcare facilities and professionals in Gaza into military targets,... where are the World Medical Association (WMA) and the World Health Professions Alliance (WHPA)? Missing and silent.

Israel's vision has become that of the World Health Organisation
Israel has made healthcare in Gaza a military target, and the World Health Organisation (WHO) gave it support by accepting at the General Assembly in May 2024 an Israeli amendment that ‘called for the immediate and unconditional release of all hostages held in Gaza, including children, women and the elderly, and condemned the use by armed groups of health facilities, including hospitals and ambulances, which endanger civilians’i. In other words, the WHO validated Israel's twisted and unsubstantiated arguments to destroy health facilities and to kill, abduct and/or torture health professionals turned by Israel respectivily into terrorists instalations and members of the Hamas Resistance.

 

Israel selectively destroys health facilities, including ambulances, and murders, kidnaps and/or tortures health professionals in Gaza
In 15 months, since 7 October 2023, Israel has destroyed health infrastructure, including hospitals, health centres and ambulances, and killed, abducted and/or tortured thousands of health professionalsi in order to achieve its aimii.

Israel intends and achieves a way to increase the impact of the bombing and siege of the Palestinian population by eliminating the scientific, ethical, professional and supportive response of the health system.
As barbarism proceeds to Palestinian genocide, with unparalleled viciousness against health care, what have the World Medical Association (WMA)iii and the World Health Professions Alliance (WHPAiv, dentists, nurses, pharmacists, doctors and physiotherapists) done?

What have they done, for example, about the vociferous siege and destruction of Kamal Adwan Hospital and the abduction, imprisonment and probable torture of Dr Abu Safiya, its director?
They have done nothing concrete.

 

What has the World Medical Association (WMA) done?
In the past, in other cases, the WMA has been direct, with statements that included the name of the physician and the name of the country. For example, in calling for the release of Dr. Serdar Küni in Turkey, imprisoned for allegedly treating patients of the Kurdish Resistancev,vi. Also in Turkey, on the same day of the events, against the arrest of Dr. Şebnem Korur Fincancıvii. The WMA called for the release of Dr. Ahmadreza Djalali in Iranviii,ix. Another example, the WMA called for the release of Dr. Nadezhda Buyanova, imprisoned in Russiax. Etc.

In general, the WMA's case is particularly striking in that it is ‘deeply concerned’ [emphasis added] by the extraordinary suspension of Israel's participation in the International Federation of Medical Students' Associations (IFMSA)xi.
With regard to Gaza, the WMA spoke out in February 2024 with a generic statement: ‘The WMA speaks out against humanitarian violations and calls for urgent action in Gaza “xii conflating ”hostages’ (Israeli hostages, it goes without saying) with humanitarian action, without naming Israel, as if the destruction were inexplicable.
In April 2024 the statement was more specific and cited Israel and Gaza, without mentioning the cause of the damage in Gaza, and called for a ceasefire, insisting on the Israeli interpretation of the Resistance's use of health facilities. Literally: ‘We call for the immediate and safe release of all hostages and, pending their release, for the provision of humanitarian aid and health care. In addition, we call for the acceleration of humanitarian access throughout Gaza, including the entry of humanitarian aid and the safe passage of medical personnel. This also includes the evacuation of urgent medical cases to reduce secondary morbidity and mortality, public health risks and relieve pressure on hospitals inside Gaza. The resolution calls for verified investigations into alleged serious violations and abuses of human rights and international humanitarian law, including attacks on health personnel and facilities and the misuse of health facilities for military purposesxiii,xiv.
In contrast, the WMA has been specifically concerned with the medical and health situation, citing the country, in Afghanistan, Iran, Turkey and Ukraine.
This complacency on the part of the WMA towards Israel is not current, but longstanding, as highlighted in 2009 in the British Medical Journal about its silence on the involvement of Israeli doctors in the torture of prisoners, striking in contrast to that attributed to Iranian doctorsxv.

 

What has the World Health Professions Alliance done?
The World Health Professions Alliance (WHPA) “brings together the global organisations representing the world's dentists, nurses, pharmacists, physiotherapists and physicians and speaks on behalf of more than 41 million health professionals in over 130 countries. WHPA works to improve global health and the quality of patient care and facilitates collaboration between the health professions and key stakeholders”xvi.
Despite such a statement, the WHPA only made a generic statement on 19 August 2024 that did not cite Israel or the genocide in Gaza, the systematic destruction of health facilities, including ambulances, or the killing, imprisonment and/or torture of Palestinian health professionals. Literally “WHPA calls on leaders to respect existing laws and hold accountable those who violate them. Health professionals in conflict provide care regardless of their political, religious or ethnic affiliation, and often risk their own lives in doing so”xvii.

 

Summary
They do not represent us (neither the World Medical Association nor the World Health Professions Alliance).
The world health professions organisations have accepted the Israeli interpretation of ‘Hamas’ terrorist militarisation of health care in Gaza’ which justifies its war strategy of systematic destruction of health care facilities, including ambulances, and the killing, kidnapping and/or torture of health care professionals.
The lukewarm positions of the WMA and WHPA, WAHP in the face of the genocide in Gaza are evidence of a failure of ethical, moral and professional commitment to the health of the Palestinian people and to Humanity.

Therefore, they do not represent us.
