Israel primum nocere. Letter to WONCA Comittees Lisbon 2025. Carta a Comités WONCA Lisboa 2025.

Dear Colleague,

We are writing to you personally as a member of the organising committee for the WONCA Congress to be held in Lisbon (Portugal) in September https://www.woncaworld2025.org/committees

 

You may be aware that we are collecting signatures from family doctors worldwide, for the suspension of the Israel Association of Family Physicians (IAFP) from WONCA (from WONCA World, WONCA Europe, EQUIP, EURACT, EGPRN and EURIPA), via an open letter to the Executive Committee and member associations of WONCA World.

It is a letter that appeals to ethics and professionalism and to human commitment to end suffering, all suffering, but especially to suffering caused by humans to humans. It is a matter of conscience.

 

We are astonished by the complicit silence of the IAFP in the face of the genocide in Gaza, and in general in the face of the extermination of the Palestinian population throughout Palestine by Israel, with particular animosity towards health professionals and health facilities, including ambulances. Families, children and women are the primary target of the Israeli military, with their own figures recently revealed showing 83% of deaths are among civilians.

Israel is celebrating its ‘primum nocere’; That is, it causes death, illness, disability, and destruction in Palestine. IAFP should be asked to condemn what is the open annihilation of a people and of the health service in Gaa along with its precious and irreplaceable healthcare workers. It is a glaring contradiction that the IAFP remains a member of WONCA when it is in such flagrant breach of WONCA’s mission and goals of health for all.

Our actions, through the open letter discussed and at the time in Lisbon itself, are peaceful and constructive proposals. We want the best for the Congress in Lisbon, for WONCA, and for the Palestinian people. Our intervention is not aimed at individual Israeli doctors, but at the IAFP. We recognise that some Israeli doctors have spoken out against the genocide and the killing of Palestinian colleagues (for example Physicians for Human Rights Israel) but the IAFP as an organisation has not done so, and is complicit in the events in Gaza and indeed long before October 7^th 2023. It is therefore guilty of profound moral, ethical and professional failures. This is why we want WONCA to suspend engagement with the IAFP until it affirms medical neutrality and condemns the genocide and the attacks on healthcare in Gaza. This will add to the pressure on the Israeli government, just as it did to the South African government in the days of apartheid, to cease its dreadful treatment of the Palestinians.

Finally, we would like to present our open letter to the President of WONCA, Professor Karen Flegg, at a convenient time during the Lisbon conference. We would be grateful if you could indicate how we might do this.

Le escribimos personalmente como miembro del comité organizador del Congreso de WONCA que se celebrará en Lisboa (Portugal) en septiembre https://www.woncaworld2025.org/committees

Como usted sabe, estamos recogiendo firmas de médicos de familia de todo el mundo para solicitar la suspensión de la Asociación Israelí de Médicos de Familia (IAFP) de WONCA (de WONCA World, WONCA Europe, EQUIP, EURACT, EGPRN y EURIPA), mediante una carta abierta dirigida al Comité Ejecutivo y a las asociaciones miembros de WONCA World.

 

Esta carta apela a la ética, la profesionalidad y el compromiso humano para acabar con el sufrimiento, todo sufrimiento, pero especialmente el sufrimiento causado por seres humanos a seres humanos. Es una cuestión de conciencia.

Nos asombra el silencio cómplice de la IAFP ante el genocidio en Gaza y, en general, ante el exterminio de la población palestina en toda Palestina por parte de Israel, con especial animosidad hacia los profesionales y los centros sanitarios, incluidas las ambulancias.

Las familias, los niños y las mujeres son el principal objetivo del ejército israelí, cuyas propias cifras reveladas recientemente muestran que el 83% de las muertes se producen entre civiles.

 

Israel celebra su «primum nocere»; es decir, causa muerte, enfermedad, discapacidad y destrucción en Palestina. Se debe pedir a la IAFP que condene lo que constituye la aniquilación abierta de un pueblo y del servicio de salud en Gaa, junto con sus valiosos e irremplazables trabajadores sanitarios.

Es una flagrante contradicción que la IAFP siga siendo miembro de WONCA cuando infringe de forma tan flagrante la misión y los objetivos de WONCA de salud para todos.

 

Nuestras acciones, a través de la carta abierta debatida y en su momento en Lisboa, son propuestas pacíficas y constructivas. Deseamos lo mejor para el Congreso en Lisboa, para WONCA y para el pueblo palestino.

Nuestra intervención no se dirige a médicos israelíes individuales, sino a la IAFP. Reconocemos que algunos médicos israelíes se han pronunciado contra el genocidio y el asesinato de colegas palestinos (por ejemplo, Médicos por los Derechos Humanos de Israel), pero la IAFP, como organización, no lo ha hecho y es cómplice de los sucesos en Gaza, incluso mucho antes del 7 de octubre de 2023. Por lo tanto, es culpable de profundas faltas morales, éticas y profesionales.

 

Por ello, queremos que WONCA suspenda su colaboración con la IAFP hasta que esta afirme su neutralidad médica y condene el genocidio y los ataques a la atención médica en Gaza. Esto aumentará la presión sobre el gobierno israelí, al igual que hizo con el gobierno sudafricano en la época del apartheid, para que cese su terrible trato a los palestinos.

Finalmente, nos gustaría presentar nuestra carta abierta a la presidenta de WONCA, la profesora Karen Flegg, en un momento oportuno durante la conferencia de Lisboa. Le agradeceríamos que nos indicara cómo podríamos hacerlo.
