PETICIONES AL CONSEJERO DE SANIDAD SOBRE LA FARMACÉUTICA ISRAELÍ TEVA Y LA RUPTURA CON TODO TIPO DE PRODUCTOS DE ISRAEL EN LA COMPRA PÚBLICA DE NAVARRA (ESPAÑA). 20 junio 2025


Recientemente, tras dialogar con Yala Nafarroa con Palestina y Nasaf, tres grupos parlamentarios de Navarra registraron la siguiente pregunta en el Parlamento de Navarra dirigida al Gobierno de Navarra y al Consejero de Salud, de enorme importancia para un aterrizaje en hechos concretos en la línea de ruptura de relaciones con el régimen de Israel, tal como demanda la Corte Internacional de Justicia:

«TEVA es una compañía farmacéutica israelí que opera en todo el mundo y distribuye medicamentos bajo las denominaciones Teva, Tevagen, Actavis, Davur, Belmac y Ratiopharm. Está especializada en medicamentos genéricos y medicamentos que han perdido la patente.  

Según la ONG israelí "Who Profits", especializada en verificar qué empresas se benefician del apartheid y la ocupación, Teva es cómplice de la ocupación ilegal de Palestina, de apartheid y de genocidio contra el pueblo palestino. Teva empeora de forma deliberada la calidad de vida de las mujeres palestinas, ya que colabora en la restricción de forma severa del acceso a los servicios de salud y los fármacos por parte de las mujeres embarazadas. 

Teva disfruta del acceso total al mercado cautivo tanto en Cisjordania como en Gaza, donde las empresas farmacéuticas palestinas no pueden operar a causa de las restricciones legales del régimen de apartheid israelí. Israel tampoco permite que los productos farmacéuticos palestinos se distribuyan en hospitales y farmacias de Jerusalén. Los medicamentos israelíes son más asequibles económicamente a causa de los impuestos que impone Israel a los productos que ingresan en Cisjordania.

Hemos tenido conocimiento de que TEVA forma parte de la lista de empresas admitidas en algunos de los acuerdos marco de contratación desde el Servicio Navarro de Salud para contratar productos farmacéuticos.

Por todo ello, preguntamos;

    1. ¿Se plantea el Gobierno de Navarra indicar al Servicio Navarro de Salud que deje de comprar productos a TEVA -los cuales tienen en su inmensa mayoría sustitución en el mercado- como modo de no contribuir a la normalización de las relaciones con Israel mientras sostiene un genocidio en GAZA y aumenta la espiral de violencia en toda Palestina; mientras amplia la ocupación ilegal en zonas como Cisjordania donde TEVA también sostiene parte de la infraestructura; mientras se sostienen las políticas de apartheid? 

    2. ¿En qué plazo y con qué agenda puede trabajar el Gobierno de Navarra para suspender todas las relaciones con la empresa israelí TEVA?

    3. ¿Con la actual ley foral de compra pública y los aspectos apuntados en materia de Derechos Humanos, acaso no se puede considerar en los futuros pliegos y licitaciones un supuesto de exclusión atendiendo a los dictámenes de la CIJ y otros organismos internacionales?»

El Consejero de Salud, Fernando Domínguez (GB) no demoró la respuesta que citamos:

«(...) Tal y como se ha manifestado públicamente en los últimos días, desde el

Departamento de Salud se está llevando a cabo un análisis de los contratos que se

tiene con empresas farmacéuticas de origen israelí que tengan vinculación con el

Gobierno de Netanyahu.

En el marco del plazo estipulado de vencimiento o prórroga de esos acuerdos, se

procederá al recambio de los productos y al reemplazo de los servicios referidos

priorizando en todo momento que tal sustitución no perjudique a la ciudadanía

navarra.

Es cuanto informo en cumplimiento de lo dispuesto en el artículo 215 del

Reglamento del Parlamento de Navarra.

Desde Navarra Sanitaria por el Alto el Fuego (más de 600 sanitarios firmantes), Yala Nafarroa con Palestina (más de 225 colectivos y 1700 particulares), Health Workers 4 Palestine-Spain y Plataforma Navarra de la Salud, plataformas que impulsamos la campaña STOP TEVA que entre otras cosas incorpora la recogida de firmas digitales que alcanza 3400 firmas en el momento de este escrito y que está dirigida a Osasunbidea y la Consejería de Salud para dejar de hacer Compra Pública a TEVA queremos manifestar lo siguiente en cuanto a las preguntas parlamentarias de TEVA y la respuesta del Consejero:

1) Celebramos el «análisis de los contratos que se

tiene con empresas farmacéuticas de origen israelí que tengan vinculación con el

Gobierno de Netanyahu». Que nos cuesta pensar que alguna farmacéutica Israelí que opere en territorios de Israel o de los Territorios Palestinos Ocupados (como es el caso de alguna de las plantas de TEVA) no sostenga ferreos lazos con Israel y que nos reafirmamos en el dato contrastado de que TEVA proporciona muchos fondos vía impuestos y otras transferencias de valor que sostienen el régimen focalizado en el genocidio y la ocupación y que se beneficia de la ocupación de Palestina.

2) El análisis de los contratos no debería demorarse, merece un tratamiento de urgencia y basta con revisar la exposición actual a medicamentos y otros recursos hospitalarios de origen Israelí en las bases de datos de Almacén, Farmacia y en las licitaciones públicas. En cualquier caso nos parece buen criterio que la Consejería de Salud no limite solo a TEVA esa revisión de relaciones con Israel.

3) No es suficiente que todo se limite a vigilar la finalización de contrataciones. Pensamos que el Gobierno de Navarra puede tener más herramientas de sanción a empresas Israelíes en concordancia con la Corte Internacional de Justicia. Y se nos ocurren varias líneas que nos permitimos ofrecer al Consejero:

3.1. Recomendar a centros públicos y privados que reconsideren sus alianzas de investigación en temas sanitarios y se sugiera desvincularse de Universidades y Centros de Investigación israelíes que no estén firmemente concernidos contra el genocidio, la ocupación y el aparthid. Que se congelen las futuras ayudas públicas si determinados centros públicos o privados sostienen en el tiempo este tipo de nexos con entidades de Israel.

3.2. Recomendar de un modo activo a médicos, farmacéuticos o almacenes de farmacia que se abstengan en el futuro de utilizar insumos de Israel siempre que procedan de entidades que no se hayan posicionado frente al genocidio, la ocupación o l apartheid de modo expreso. Pese a que el Gobierno y el Consejero no tengan potestad legal para determinar qué dispensa una farmacia o qué receta un médico, si creemos que el Consejero puede tomar un liderazgo moral en clave de Derechos Humanos y Justicia Internacional.

3.3. Instamos a tomar desde Gobierno de Navarra y Osasunbidea una decisión rápida respecto a la ruptura con TEVA y trasladarla a centros de salud sanitarios. Una decisión que sea más rotunda que esperar a que venzan los contratos. Seguir sin demora con el resto de nexos con productos y servicios de origen Israelí.

3.4. Por último y no menos importante que la ruptura no se condicione solo a un alto el fuego (que siempre incumple Israel) sino que vaya condicionada al fin del genocidio, e apartheid y la ocupación n los términos solicitados por la Asamblea general de la ONU y por la Corte Internacional de Justicia.

Todas estas solicitudes las hacemos con carácter de urgencia como modo de responder a una sociedad movilizada, ser consecuentes con las declaraciones parlamentarias o las mociones en más de 45 ayuntamientos de Navarra, pero ir a la acción, a los hechos por justicia;
- frente a los 1.500 trabajadores de la salud asesinados y los miles de pacientes y sanitarios desaparecidos, heridos y con trauma permanente
- frente a las decenas de hospitales y centros de salud atacados y destruidos
- frente a los dos millones de gazatíes privados de tratamiento médico, medicinas, alimento, agua o energía.

Pedimos una reacción rápida y señales a la altura de la sociedad navarra, hacia el pueblo palestino y hacia la Corte Internacional de Justicia y no un estudio vinculado a “vencimientos de contratos”. Más gallardía, celeridad y profundidad en las medidas. Israel no para de jugar con la seguridad de Palestina e incluso con la seguridad global con ataques unilaterales en coordenadas mundiales (Líbano, Siria, Yemen, Irán…) y Navarra puede y debe ser referente en un aislamiento a Israel como en su día fue el aislamiento a la Sudáfrica del Apartheid. No hay otra vía de detener al régimen sionista.

Por todo esto los colectivos que impulsamos la campaña #stopTEVA la sostendremos en el tiempo sumados a los cientos de trabajadores sanitarios de Cruces o a la importante campaña frente a TEVA en ciudades como Terrassa y otras. Pedimos a la sociedad Navarra que se sume y firme en la dirección: stop-teva.yalanafarroa.com

Pedimos a los médicos que no receten TEVA*, a los farmacéuticos que no dispensen TEVA, a los usuarios que no consuman TEVA y al gobierno que trompa con TEVA y otras empresas israelíes de productos, materiales o servicios sanitarios con la contundencia, celeridad y diligencia en los términos que hemos expresado a lo largo de esta petición.

PETITIONS TO THE HEALTH MINISTER REGARDING THE ISRAELI PHARMACEUTICAL COMPANY TEVA AND THE BREAK WITH ALL TYPES OF ISRAELI PRODUCTS IN PUBLIC PROCUREMENT IN NAVARRE (SPAIN) 20 June 2025
Recently, after discussions with Yala Nafarroa, Palestine, and Nasaf, three parliamentary groups from Navarre submitted the following question to the Parliament of Navarre, addressed to the Government of Navarre and the Health Minister.
 
This question is of enormous importance for achieving concrete action on the path to breaking relations with the Israeli regime, as demanded by the International Court of Justice: "TEVA is an Israeli pharmaceutical company that operates worldwide and distributes medicines under the names Teva, Tevagen, Actavis, Davur, Belmac, and Ratiopharm. It specializes in generic medicines and medicines that have gone off patent.
 
According to the Israeli NGO "Who Profits," which specializes in verifying which companies benefit from apartheid and occupation, Teva is complicit in the illegal occupation of Palestine, apartheid, and genocide against the Palestinian people. Teva deliberately worsens the quality of life of Palestinian women by collaborating in severely restricting pregnant women's access to healthcare services and pharmaceuticals.
 
Teva enjoys full access to the captive market in both the West Bank and Gaza, where Palestinian pharmaceutical companies cannot operate due to legal restrictions imposed by the Israeli apartheid regime. Israel also does not allow Palestinian pharmaceutical products to be distributed in hospitals and pharmacies in Jerusalem. Israeli medicines are more affordable due to the taxes Israel imposes on products entering the West Bank.
 
We have learned that Teva is on the list of companies admitted to some of the framework contracting agreements with the Navarre Health Service to contract pharmaceutical products. Therefore, we ask:
 
1. Is the Government of Navarre considering instructing the Navarre Health Service to stop purchasing TEVA products—the vast majority of which have substitutes on the market—as a way of not contributing to the normalization of relations with Israel while it sustains genocide in Gaza and escalates the spiral of violence throughout Palestine; while it expands the illegal occupation in areas like the West Bank, where TEVA also maintains part of the infrastructure; while it upholds apartheid policies?
 
2. Within what timeframe and within what agenda can the Government of Navarre work to suspend all relations with the Israeli company TEVA?
 
3. With the current regional public procurement law and the aforementioned human rights issues, can exclusion be considered in future specifications and tenders, taking into account the rulings of the ICJ and other international organizations?
 
The Minister of Health, Fernando Domínguez (GB), did not delay the response we quote: "(...) As has been publicly stated in recent days, the Department of Health is conducting an analysis of the contracts it has with Israeli pharmaceutical companies that have ties to the Netanyahu government. Within the stipulated period for the expiration or extension of these agreements, the products will be replaced and the services referred to will be replaced, always prioritizing that such replacement does not harm the citizens of Navarre. This is all I am reporting in compliance with the provisions of Article 215 of the Regulations of the Parliament of Navarre. " Pamplona-Iruñea, June 5, 2025
 
From Navarra Sanitaria for the Ceasefire (more than 600 healthcare workers signed), Yala Nafarroa with Palestine (more than 225 groups and 1,700 individuals), Health Workers 4 Palestine-Spain, and the Navarra Health Platform, platforms that promote the STOP TEVA campaign, which, among other things, includes the collection of digital signatures.
 
At the time of writing, the campaign is directed at Osasunbidea and the Regional Ministry of Health to stop public procurement from TEVA. We wish to state the following regarding the parliamentary questions about TEVA and the Regional Minister's response:
 
1) We welcome the "analysis of the contracts held with Israeli pharmaceutical companies that have ties to the Netanyahu government." We find it hard to believe that any Israeli pharmaceutical company operating in Israel or the Occupied Palestinian Territories (as is the case with some of the TEVA plants) does not have strong ties to Israel. We reaffirm the proven fact that TEVA provides significant funding via taxes and other value transfers that support the regime focused on genocide and occupation and that benefits from the occupation of Palestine.
 
2) The analysis of the contracts should not be delayed; it deserves urgent treatment, and it is sufficient to review the current exposure to medications and other hospital resources of Israeli origin in the Warehouse and Pharmacy databases and in public tenders. In any case, we believe it is good judgment for the Ministry of Health not to limit this review of relations with Israel to TEVA alone.
 
3) It is not enough to limit everything to monitoring the completion of contracts. We believe the Government of Navarre may have more tools to sanction Israeli companies in accordance with the International Court of Justice. We can offer several guidelines to the Minister:
 
3.1. Recommend that public and private centers reconsider their research partnerships on health issues and suggest disassociating themselves from Israeli universities and research centers that are not firmly committed to combating genocide, occupation, and apartheid. That future public aid be frozen if certain public or private centers maintain these types of ties with Israeli entities over time.
 
3.2. Actively recommend that doctors, pharmacists, and pharmacy stores refrain from using Israeli supplies in the future, provided they come from entities that have not expressly taken a stand against genocide, occupation, or apartheid. Although the Government and the Regional Minister do not have the legal authority to determine what a pharmacy dispenses or what a doctor prescribes, we believe that the Regional Minister can take moral leadership in terms of Human Rights and International Justice.
 
3.3. We urge the Government of Navarra and Osasunbidea to make a swift decision regarding the severance of TEVA and extend it to health centers. A decision that is more decisive than waiting for the contracts to expire. Continue without delay with the remaining ties with products and services of Israeli origin.
 
3.4. Last but not least, the rupture must not be conditioned solely on a ceasefire (which Israel always violates) but rather on the end of genocide, apartheid, and occupation under the terms requested by the UN General Assembly and the International Court of Justice.
 
We make all these requests urgently as a way of responding to a mobilized society, being consistent with parliamentary declarations or motions in more than 45 municipalities in Navarre, but also taking action, taking action for justice; - in the face of the 1,500 healthcare workers murdered and the thousands of patients and healthcare workers missing, injured, and permanently traumatized; - in the face of the dozens of hospitals and health centers attacked and destroyed; - in the face of the two million Gazans deprived of medical treatment, medicine, food, water, or energy.
 
We call for a swift reaction and signals from Navarrese society, to the Palestinian people, and to the International Court of Justice, and not a study linked to "contract expirations."
 
More courage, speed, and depth in the measures. Israel continues to play with the security of Palestine and even global security with unilateral attacks on global scales (Lebanon, Syria, Yemen, Iran, etc.), and Navarre can and should be a leader in isolating Israel, just as it once isolated Apartheid South Africa. There is no other way to stop the Zionist regime.
 
For all these reasons, the groups promoting the #stopTEVA campaign will continue to sustain it over time, along with the hundreds of healthcare workers in Cruces and the important campaign against TEVA in cities like Terrassa and others.
