Destrucción del sistema sanitario palestino y asesinato, detención y tortura de sus profesionales por Israel. El papel de España.

Introducción

El sistema sanitario es un determinante de la salud social poderosísimo. Aunque es cierto que sólo contribuye en un 10% al total de la salud, ese 10% es clave, como se demuestra a diario con quienes sufren, por ejemplo, con la atención al parto por cesárea, a una neumonía con antibióticos, a una depresión grave con psicofármacos, a una catarata que conlleva ceguera con la prótesis correspondiente, o a una fractura de húmero que se inmoviliza.

Además, el sistema sanitario público es la mejor expresión de la solidaridad de la población de una nación.

Si se pretende un genocidio, nada como arrasar el sistema sanitario y asesinar, detener y torturar a sus profesionales pues al tiempo se elimina un determinante de salud social clave y una expresión de solidaridad que aglutina a la sociedad.

¿Cómo justificar tales crímenes de guerra y obtener el apoyo, o al menos la tolerancia pública mundial?

Hipótesis israelí de militarización de la sanidad palestina por la Resistencia (Hamas)

Israel ha mantenido una estrategia constante de achacar a la Resistencia palestina (Hamas), la “militarización” de hospitales, centros de salud y profesionales, incluyendo las ambulancias. Tal estrategia justifica su aniquilamiento y el ignorar las leyes de la guerra. Todo sirve contra “el terrorismo”.

Israel jamás ha demostrado tal hipótesis, y de hecho los famosos túneles militarizados bajo los hospitales han resultado ser siempre estancias para máquinas, archivos y demás, sin el menor uso militar posible. Otro tanto ha sucedido con sus profesionales, asesinados, encarcelados y torturados sin justificación judicial creíble.

La enmienda israelí en la Asamblea Mundial de la Salud de 2024

La OMS (Organización Mundial de la Salud) no es un organismo "neutral" sino un organismo que representa "el orden mundial";  es decir, el poder de Estados Unidos y sus aliados. Por ello la OMS no es neutral respecto a Israel (y su existencia colonialista en Palestina). Israel fue elegido miembro del Consejo Ejecutivo de la OMS, en representación de Europa, durante la Asamblea General, el 31 de mayo de 2024.

Cada año, la Organización Mundial de la Salud (OMS) celebra una asamblea general en Ginebra (Suiza), en la sede de las Naciones Unidas. Así, en mayo y junio de 2024, la número 77, en la que participó la actual ministra de sanidad de España, Mónica García.

En el texto final de la declaración acordada en la asamblea general 77, el 1 de junio, se incluyen cuatro enmiendas, una de ellas a iniciativa de Israel, que dice literalmente:

77.ª ASAMBLEA MUNDIAL DE LA SALUD Punto 20 del orden del día provisional A77/B/CONF./3 28 de mayo de 2024 Situación sanitaria en el territorio palestino ocupado, incluida Jerusalén oriental, y en el Golán sirio ocupado. Enmienda propuesta por Israel al proyecto de decisión recogido en el documento A77/B/CONF./1 Nuevo párrafo 26.

“Pide la liberación inmediata e incondicional de todos los rehenes retenidos en Gaza, entre ellos niños, mujeres y personas mayores, y condena el uso, por parte de grupos armados, de los establecimientos de salud, incluidos hospitales y ambulancias, que pone en peligro a la población civil”.

Es decir, la enmienda aprobada por la Organización Mundial de la Salud da por buena la hipótesis israelí de la militarización sanitaria de la Resistencia palestina y justifica su destrucción y aniquilamiento.

¿Qué países apoyaron a Israel en la asamblea mundial de la OMS?

Como las votaciones son públicas, sabemos que la enmienda israelí recibió el respaldo de sus aliados tradicionales, como Estados Unidos, Reino Unido y Alemania y, sorprendentemente, de países que suelen oponerse a Israel en foros internacionales, como Islandia, España y Filipinas.

No pudo caber ninguna duda acerca del sentido de la enmienda pues durante el debate sobre la resolución, Meirav Eilon Shahar, embajador de Israel en Ginebra, afirmó que «una decisión que no condene también la militarización de las instalaciones sanitarias por parte de los terroristas en Gaza no tiene ninguna intención de mejorar las condiciones sanitarias sobre el terreno».

¿Por qué apoyó España una enmienda que justifica el aniquilamiento del sistema sanitario palestino?

No existe informe alguno al respecto, ni en el Ministerio de Sanidad ni en el Ministerio de Asuntos Exteriores. Tampoco se comentó en los medios españoles, ni generalistas ni sanitarios. Desconocemos, pues, los motivos que justificaron tal apoyo de una delegación encabezada por la actual ministra de sanidad de España, Mónica García.

Sólo podemos hacer notar que unos meses después (octubre y noviembre) en la reunión de la OMS-Europa (con participación de Israel), en Copenhagen, la actual ministra de sanidad, Mónica García, fue elegida en representación de Europa para el consejo ejecutivo de la OMS.

Como difundió en su día La Moncloa: “La Organización Mundial de la Salud aprueba la incorporación de Mónica García a su Consejo Ejecutivo en representación de Europa”.

Tal noticia, difundida en copia por el propio Ministerio de Sanidad de España, copó titulares en medios generales y profesionales.

El acta de la votación es secreta, de forma que no es público si Israel apoyó la candidatura de la actual ministra de sanidad de España, Mónica García.

Para intentar tener acceso a tal acta, y a la votación, se requirió el 6 de febrero de 2025 al Ministerio de Sanidad de España, al amparo de la Ley de Transparencia, el acceso a dicha información.

En la respuesta, del 14 de febrero se hace constar tal secreto, y se corrige a La Moncloa; literalmente:

“Vistos los antecedentes, esta Secretaría General Técnica indica que España no fue elegida como miembro del Consejo Ejecutivo en la reunión de la OMS Europa de 30 de octubre de 2024 sino que fue propuesta para ocupar un puesto en el Consejo Ejecutivo, pero dicha decisión tendrá que ser ratificada en la Asamblea Mundial de la Salud en mayo de 2025. El acta de dicha reunión no está a disposición de los Estados miembros.

Respecto al sentido del voto de los demás países, indicar que el voto es secreto, por lo que no es posible facilitar dicha información”.

Destruction of the Palestinian health system and the murder, detention and torture of its professionals by Israel. The role of Spain.

Introduction 

The health system is a very powerful social determinant.

Although it is true that it only contributes 10% of total health, that 10% is key, as is demonstrated daily in the treatment of people who suffer, for example, https://hw4p.es/blog/torturas-en-israel-participacion-medica-torture-in-israel-medical-participation-esp-engwith cesarean delivery, pneumonia with antibiotics, severe depression with psychotropic drugs, a cataract that leads to blindness with the corresponding prosthesis, or a fractured humerus that is immobilized.

Furthermore, the public health system is the best expression of the solidarity of the population of a nation.

If genocide is intended, there is nothing like destroying the health system and murdering, detaining and torturing its professionals, since at the same time a key determinant of social health and an expression of solidarity that unites society are eliminated.

How can such war crimes be justified and obtain support, or at least public tolerance worldwide?

Israeli hypothesis of militarization of Palestinian health by the Resistance (Hamas) 

Israel has maintained a constant strategy of blaming the Palestinian Resistance (Hamas) for the “militarization” of hospitals, health centers and professionals, including ambulances.

Such a strategy justifies their annihilation and ignoring the laws of war. Everything is useful against “terrorism.”

Israel has never demonstrated such a hypothesis, and in fact the famous militarized tunnels under the hospitals have always turned out to be rooms for machines, files and so on, without the slightest possible military use. The same has happened with its professionals, murdered, imprisoned and tortured without credible judicial justification.

The Israeli amendment at the World Health Assembly 

WHO (World Health Organization) is not a “neutral” organization but an agency that represents “the world order”; that is, the power of the United States and its allies. That is why WHO is not neutral towards Israel (and its colonialist existence in Palestine). Israel was elected as a member of the WHO Executive Committee, representing Europe, during the General Assembly on May 31, 2024.

Every year, the World Health Organization (WHO) holds a general assembly in Geneva (Switzerland), at the headquarters of the United Nations.

Thus, in May and June 2024, the 77th, in which the current Spanish Minister of Health, Mónica García, participated.

The final text of the declaration agreed upon at the 77th General Assembly on 1 June includes four amendments, one of them initiated by Israel, which reads literally:

77TH WORLD HEALTH ASSEMBLY Item 20 of the provisional agenda A77/B/CONF./3 28 May 2024 Health situation in the Occupied Palestinian Territory, including East Jerusalem, and the Occupied Syrian Golan. Amendment proposed by Israel to the draft decision contained in document A77/B/CONF./1 New paragraph 26.

“Calls for the immediate and unconditional release of all hostages held in Gaza, including children, women and older persons, and condemns the use, by armed groups, of health facilities, including hospitals and ambulances, that endangers the civilian population”.

In other words, the amendment approved by the World Health Organization confirms the Israeli hypothesis of the militarization of the Palestinian Resistance in the health sector and justifies its destruction and annihilation.

Which countries supported Israel at the WHO World Assembly? 

Since the votes are public, we know that the Israeli amendment was supported by its traditional allies, such as the United States, the United Kingdom and Germany, and, surprisingly, by countries that usually oppose Israel in international forums, such as Iceland, Spain and the Philippines.

There could be no doubt about the meaning of the amendment, since during the debate on the resolution, Meirav Eilon Shahar, Israel's ambassador in Geneva, stated that “a decision that does not also condemn the militarization of health facilities by terrorists in Gaza has no intention of improving the health conditions on the ground.”

Why did Spain support an amendment that justifies the annihilation of the Palestinian health system? 

There is no report on this, either in the Ministry of Health or in the Ministry of Foreign Affairs.

It was not mentioned in the Spanish media, either general or health-related. We do not know, therefore, the reasons that justified such support from a delegation headed by the current Spanish Minister of Health, Mónica García.

We can only note that a few months later (October and November 2024) at the WHO-Europe meeting (with the participation of Israel), in Copenhagen, the current Minister of Health, Mónica García, was elected to represent Europe on the WHO Executive Board.

As La Moncloa (Spanish Government) reported at the time: “The World Health Organization approves the incorporation of Mónica García to its Executive Board representing Europe.”

This news, distributed in copy by the Spanish Ministry of Health itself, made headlines in general and professional media. The minutes of the vote are secret, so it is not public whether Israel supported the candidacy of the current Spanish Minister of Health, Mónica García.

In order to try to have access to such minutes, and to the votation process, the Spanish Ministry of Health was requested on February 6, 2025, under the Transparency Law, to give more information.

In the response, dated February 14, such secrecy is noted, and La Moncloa is corrected; literally:

“In view of the background, this Technical General Secretariat indicates that Spain was not elected as a member of the Executive Board at the WHO Europe meeting of October 30, 2024, but was proposed to occupy a position on the Executive Board, but this decision will have to be ratified at the World Health Assembly in May 2025.

The minutes of said meeting are not available to the Member States. Regarding the voting direction of the other countries, indicate that the vote is secret, so it is not possible to provide such information.”
